ADB: Liaoning Small Cities and Towns Development Sector Project – Supporting Water and Wastewater Utilities – 1 Grant Implementation Consultant

The capacity development grant is to improve the capacity of water and wastewater service providers to respond to ongoing urbanization challenges by enhancing their ability to deliver sustainable services. Specifically it will:

1.    Assist the participating entities to develop a more corporate approach to water and wastewater service provision in which organizational structures, personnel, and systems and procedures are aligned with corporate goals and objectives, including attracting private sector investment;

2.      Identify appropriate wastewater treatment technology and implementation plans for small towns of less than 20,000 population;

3.      Adopt a demand-driven approach service delivery, in which service levels and coverage for water and wastewater are set and interventions designed in response to the expressed priorities and preferences of end users;
