Liaocheng Municipal Government: Demonstration Program of Integrated fiscal policy on Energy Conservation and Emission Reduction in Liaocheng

In 2014, EED successfully assisted Liaocheng in applying for the third batch of integrated pilot cities of fiscal policies associated to energy conservation and emission reduction, obtained financial comprehensive incentive funds of 1.2 billion RMB during the three years, and making significant contributions to energy conservation and emission reduction projects in Liaocheng City. During the three-year construction period,  Liaocheng Government commissioned the center to provide comprehensive consultation service, promote the smooth construction of the integrated pilot city of the energy-saving and emission-reduction fiscal policy in Liaocheng,  and achieve economic and socially sustainable development through annual national performance appraisal.

The main contents of consulting services include: regarding  the energy saving and emission reduction target determined by implementation opinions of pilot cities, analysis key tasks including low carbonization of industry, clean traffic, green buildings, intensification of the service industry, reduction of major pollutants, large-scale in renewable energy and new energy. Beside, decompose index, prepare overall work plan for model cities, implement the plan annually, and adjust the plan according to the actual implementation in order to meet the annual assessment requirements; Assist Liaocheng to carry out national assessment and evaluation of the construction of energy-saving and emission reduction model city, establish and improve the working mechanism of supervision and inspection of projects to ensure the successful completion of the project; Assist Liaocheng's relevant management departments in establishing and improving policy standards and systems, including but not limited to policy mechanisms, monitoring systems, project management methods, fund management methods, performance assessment management methods, etc, and assist in the supervision of the implementation of relevant systems; Organize Liaocheng to build leadership group office of energy-saving emission reduction fiscal policy model city to carry out a series of related training such as policy interpretation, demonstration city construction, project management, project information submission, and annual fund declaration; Participate in the research on major issues related to the energy conservation and emission reduction work in Liaocheng city, and put forward suggestions for major events, provide technical support for the specific implementation and improve the project implementation coordination of the leading group office.
